(36/185) 85 - Debugger Plugin: Hook for set/clear view breakpoints

Currently, each plugin has its own way of setting/clearing breakpoints.
I think it should be part of jedit core, and further, controllable via command line interface, so that other IDEs and debugging tools can control jedit from above.

Or if not in core, we need a Breakpoints plugin, that is common to the other debugging plugins.
